Information has been forwarded to the Head

Quarters, South China Command, by the Post Master General, Hongkong,

that serious tampering has lately taken place with English Mails passing over the Siberian route.

Both Japanese and Russians seem to have been

opening bags.

It has been known in this office that the

Japanese tamper systematically with letters, but this is the first occasion on which thelocal Post Office has mentioned the matter.

The General Officer Commanding would be oblig-

-ed if you could say whether the local Government intends to make diplomatic representation through the home Foreign Office regard- -ing the affair.
